A plot hole in Lord of the Rings?

Please forgive my ignorance I have not actually read the books (I did read the Hobbit though) but I am basing this off the movies... why did Frodo and Sam need to walk to Mount Doom when flying there could have been much easier? I was thinking via eagles. Also why was this not brought up in the Council of Elrond? Does this get answered in the books.
