A question for refrigeration techs......?

I have a little fridge that I'm trying to repair. I found the overload protector open and replaced it. The unit is rated for 1.2 amps, but draws a sustained 5.6 amps until the overload trips. The supplied voltage is correct (120v). Is this a ptc relay problem or is the condenser shot? Please let me know if this little guy is savable. -Thanks
